In June 2017, a man in a manual wheelchair contacted us because he wished to file a complaint against the EVO University Residences, which rents rooms during the summer. As the complainant is the beneficiary of a service dog from the Mira Foundation, he mentions this when he makes his reservation by chat on the EVO website.
The agent replied that EVO does not accept dogs. The victim replies and explains that he is not an ordinary dog, etc. Nothing helps, the attendant maintains his position.
That’s when the victim contacts us. We write his complaint and the respondent accepts mediation. The mediation session goes rather badly. What is asked of EVO is:
- That EVO accept guide dogs as well as assistance dogs;
- A universal accessibility policy
- A written apology.
So we don’t have a mediation agreement. The RAPLIQ decides to go to the media and sends a press release to all the newspapers and student newspapers:

The day after the media release, the respondent’s lawyer telephoned RAPLIQ to make arrangements by mutual agreement, which RAPLIQ did not like. The CDPDJ is contacted and proceeds to draft the transaction brief.
